I'm not so sure, Bill -
If you look carefully at my last photo, above, you'll see that the doors are hinged at the top. There's also a complex lever arrangement to the near side that looks like it may have supported a chute that lowered over the tender as the door was opened - it was probably this chute that was lowered by the rope and pulley, possibly opening the door at the same time - or at least allowing the door to open once the chute was lowered most of the way

I sure wish the original plans were available!
