Since we use the flare principal widely in hydraulics the split in the
flare will almost always cause an immediate leak. The other thing with
the annealed tube is that if you seal weld your tubes the weld will take much better using an annealed material. It doesn't adversely affect the tensile of the material which is the base factor used in your 4:1 minimum safety factor.
