The gon's are not booked during the winter season. Thus they are available if willing to deal with the chilly. For the summer season, those seats are booked and "owned" by the ticket holder. During the summer, the trains are heavily booked. As such, you often hear "get back to your seats", as the aisles need to remain clear for the crew to move about the train.
