It is a strange use of the word. I remember when I went to work for the railroad it took me awhile to realize that being fired by the railroad was was no big deal. Many of the folks I worked with had been fired at one time or another. As Rick said, anywhere else the term would be suspension or some such. There is probably some interesting history in how that usage became standard on the railroad, while having such a different meaning to most "normal" people.
