I am to understand the common practice of revenue freight cars was to not paint the insides of gondolas, tops of flat cars, walking surfaces etc. When it comes to MOW cars like the wheel and tie, or rail and tie, would the decks and insides be painted, or were they like other cars?

*edit* I should mention I am talking about D&RGW procedures after the 40's grey color was added. I know most of these cars now are painted everywhere, but from the very limited pictures I have found, they appear to be unpainted.
