If it didn't meet the definition of a hazardous materials, it would not be placarded. Flash point for flammable was 80 def F open cup and below until January 1, 1976.

Crude oil then was more often non-regulated. Kerosine, fuel oil and diesel were non-regulated.

Gasoline would have been placarded with the DANGEROUS placard, and the shipping name, GASOLINE, spelled out on the horizontal diagonal of the placard.
