Maybe because #476 & #478 had spent the winter of 1967-68 being shopped in Alamosa, and were needed for the Silverton Train?
D&RGW may not have wanted to run any more trains, but - aided by at least a little revenue from oilfield supplies going west and
lumber going east - that was a lot less hassle than trucking the two K-28's from Alamosa to Durango
