Judging by the position of everything, I'd say no, that it was not on the ground at all, but there is not a gentle transition into any super elevation going into the curve.
It seems that the tender is off because locomotive tenders at that time were generally narrower than the equipment that followed them.
I was actually more amused by the look on the woman's face who is straddling the extended link and sitting on or in front of the pin.
Note her feet on each side of the link...
