After the Lobato fire, when it became obvious that operating revenue would be drastically lower, the Commission and CTSMC agreed the RR could not risk losing money on RR-sponsered charters. Because the two years following were just as disappointing financially, there may not be money to risk in 2013. Hopefully 2013 will see a big improvement in ticket revenue, and 2014 will be even better.
