Another possibility -

Some of the larger railroads had their own tin shops. To save money, the shop crew took a Dressel or similar lamp and copied it. The company shop lamps generally were not marked except for the railroad's mark i.e. PRR. The brass fount assembly was purchased. Wall mounted caboose/combine lamps with folded corners were easy to copy so there are a number of company shop made examples around.
