Are you sure it doesn't say something like ".. handling cars with water brakes.."? Thanks to the wonders of our language, that could read two different ways - handling [cars] with water brakes, or handling [cars with water brakes].
Not having seen the timetable, I really don't know. But, I will say I have never heard of a car with a water brake, and I cannot imagine how such a thing could work. Also, I have never seen a freight car with a water reservoir which could be used for such a purpose.
Of course, dumping a car into the water would fairly effectively brake (and break) it!
