I can tell you how it was done on the Sumpter Valley. In short, they didn't. The water was brought in underground from a spring, and entered the tank from the bottom through a "frost box" filled with sawdust. The water was kept from freezing by allowing it to run continuously, the overflow being directed back down the frost box and out on the ground. The tanks, and sometimes the entire structure, were enclosed with a wooden house.
