My read on this is 493 is on a work train between Chama and Gato from 830am to 1159pm. They are allowed to go back and forth between Chama and Gato all day.

However, 491-492 are headed east. They get this order in Dulce at about 838am. The order instructs them to proceed to Monero and wait until 1001am for 493 to show up. If 493 does not make it, they can run to Azotea and wait until 1050am for 493 to show up. This gives 493 a schedule to work with. If they can't get to Monero by 1001am, they have to duck in the hole somewhere else and wait for 491-492 East. Likewise if they can't make it to Azotea by 1050am, they have to clear up somewhere east of there (either Willow Creek or Chama).

It appears 491-492 are scheduled to depart west back to Durango about 650pm. 493 has to either be in the clear somewhere by 650pm or will have to flag themselves while out on the mainline to keep out of 491-492 west's way.
