That is basically it. Eric seems to be implying we should maintain just one of the Mikes, but that has never been the plan. The idea is to have #20 ready so that when #19 comes down again we do not have to depend on #3. The heisler has been rode hard and put away wet for 35 years, and is badly in need of a complete overhaul.
No. 20 has a few issues the 19 did not have but, barring major boiler problems, there is nothing insurmountable. The drive wheel tires are worn to almost double flanges, but there is still enough left to turn rather than replace.
