IMHO, the poster that Chris posted is relevant to all kinds of problems with all kinds of projects - especially if you change the word "consulting" to "contracting".
* Or have you forgotten the lack of progress on #463 that prompted a change of contractors a few years ago? Correct me if I'm wrong, but doesn't the group now working on #463 consist solely of a few C&TS employees under the direction of Marvin Casias? In that case Chris' poster would not be relevant at all to what's going on in Antonito now, but to the previous work farmed out to consultants or contractors in Chama and later in Monte Vista.
Or maybe the poster should just be considered as Chris' informal application to be formally accepted as one of us nit-picky, grumpy old Official Curmudgeons. Some of my own posts have been a lot harder on their targets - and a lot less humorous - than this one. As you may recall, I myself was given a one-week 'time out' a few years ago for harshly criticizing the instigatrix of the moonlightless dinner trains

* Back when I was still employed, the County of Ventura got schnookered into hiring contractors to implement a new payroll system that cost millions more than upgrading the old system would have, and cost even more millions when that 'state of the art' new system had to be upgraded just a few years after it was installed. Our department chairman took away my County e-mail privileges when I questioned his pet project in a message to the Auditrix and the Tax Collector.
