I'm pretty sure it's either "Goin' Railroading" or "Little Engines & Big Men." I've read both recently and can't remember which had that story.
Edit:
It might also be in "C&S High Line Memories and Then Some" by Tom Klinger. I just read that one as well. But, pretty sure it's in one of the other two.
