Minnesota Transfer was a terminal switching road owned by the major railroads in the Twin Cities (Soo Line, NP, GN,CB&Q, CGW, etc...). Today it's the privately-owned Minnesota Commercial.
The "Transfer" was definitely NOT a 2 foot gauge railroad at any point in its existence.
Foley Brothers was a railroad contractor that many Minnesota roads used for track laying, bridge work, and other major projects. If I had to guess, I'd say that the photo is of a Foley Brothers construction outfit working on a project for the Minnesota Transfer. The MN Historical Society has some MNTF records. I'd be happy to look for clues the next time I'm over there.
