It's an all too common scenario. I see it almost daily, where one car will stop (safely and legally) at a stop light, and another car or cars will pull in and stop right behind, completely blocking the intersection. They do it on the road as well, but at least there the cross traffic can avoid hitting them.
Our brains are wired to assume that whatever is happenign right now is going to continue happening. It's true of the weather, stock markets, etc. and definitely of railroad tracks. If there;'s no train there when I stop on the tracks, there won't be one while I sit on them either. It's not rational or intelligent, but it's the best explanation I have for such dangerous behavior.
