The amount of woody debris in the foreground fits with a lumber mill site. One possibility on the temporary blocking under the engine and tender is that it is either being loaded or unloaded off of std. ga. car not in the photo. Notice that the chains and the water hose between tender and engine are not connected suggesting either loading or unloading as separate loads. The derrick behind the engine looks a little like a home made pile driver mast. The engine and tender appear in pretty good shape, but minus steam dome cover and sander lines. Can we assume this engine is a Baldwin product based on the round builders plate?
