The collection came from Carlstadt, New Jersey...so no help there!
There were a few photos in the collection of California miniature steam locomotives....but none from any of the states you mention.
It looks to me like the loco is on blocking....possibly to prepare for shipping? My guess was it is at one of the used equipment dealer's yards.
All of the photos in the collection were taken in the 1930's and very early 1940's.
