Recall I nodded in agreement, but specified retention of the Knoob/Flowers/Butler folks. They are a level of management. Yet there is another level of "management" that the states would play. If you are worried about the state level management that is probably for good reason. It's the Dilbert syndrome. I think everyone in government and the private section have witnessed horrid management. With the government it is perpetual, with business it eventually catches up to the business and kills it. In our case we can't afford the "killing" part, narrow gauge railroads are hard to resurrect.
