Can you imagine what a problem it must have been to provide water for steam locomotives in that forbidding terrain. Also note that one of the diesels is still in Genesee & Wyoming livery from the time when G&W had the concession. If I recall correctly, "GeeWhiz" was able to achieve a 64 operating ratio in Bolivia - so the rail business is certainly there.
