I wonder if there is a second one in the opposite direction allowing an engine of either gauge to switch the yard? Small yards are typically switched from one end the majority of the time, so it might be that this is arranged for a normally assigned switcher of one gauge to switch both.

BTW - This isn't standard gauge. Brazil uses meter and 63".
