My guess is a RMRRC (or similar) trip on the wye at Silverton. Note 473 is not coupled to 478, it's waiting for it's time to head south (or East).
I think it is Silverton as well, but I suspect that both locomotives are being used to turn the train because the train (without engines) takes up the entire length of the tail track! 478 has probably just pushed the train into the tail track, while 473 is positioned to pull the train out.
