Well Russ, I would agree with you about the amount of exposure for the guys working on the lagging, but all that dust you see on your front wheels on disc brake equipped cars and trucks used to be asbestos dust. If that isn't small enough to breath, I don't know what is. We used to arc brake shoes, (which meant we would GRIND down the new brake shoe to fit the size of the drum) with the resulting cloud of dust. To make things even more 'fun', we would blow out brake drums, shoes and backing plates to clean them up so we could install new shoes.
You could argue that asbestos is organic as it is found in nature. Movie theaters used to advertise that they used asbestos curtains to reduce fire danger. In this case ignorance wasn't bliss. What we didn't know could and would hurt us....
