"Check Gauge" is a specific measurement of railroad wheels and track. On wheels, it is the distance from the inside of one flange to the outside of the opposite one. On track, it is from the inside of one rail to the outside of the opposite guard rail. It concerns the way wheels and guard rails interact.
I'm thinking of the possibility someone at H&TL used the "check guage" measurement to order the locomotive.
The first diagrams I found are for model railroads, but the same applies to full size ones.
