Please note that the title of the drawing is "Valve Gear for Scale Model K-27 Locomotives". The real thing would have MANY more parts - nuts & bolts, probably a brass bearing for the offset link, etc., etc.

If you start at the upper left corner of the drawing posted above, then you will need to make the second through sixth parts shown for the left side, duplicate (mirror) them for the right side, and assemble as shown by the arrows. You can probably re-use the part shown upper-leftmost from your model, and the equivalent on the right side, after removing the screw that I presume passes all the way through the block and also holds the radius rod in a fixed (neutral) position. If I can do it in HOn3, you should be able to do it even more easily in On3.
