Projects such as these were authorized by AFE, Authority For Expenditure. Each AFE was budgeted for a specified amount, the estimated cost amount.

Every expense involved with an AFE was charged to that AFE.

Those charges would include wages of employees working in connection with the AFE, section men, equipment operators, train crews, ditcher engineer, tools, material, etc. The amount of coal used was recorded in order that it be priced out and charged to the AFE.
