Sigh, here we go again.
To repeat a tired message, all you need is exponential amounts of money (sometimes on the far side of $1 million), lots of staff, a place to work and lastly, and perhaps most importantly, an economic justification for that kind of expenditure.

In case you haven't heard, the State of Colorado budget is experiencing a shortfall approaching $ 1/2
billion (yes, billion!), partly due to the Great Recession and partly due to self-inflicted damage called the Tabor Amendment. I can't speak for the State of New Mexico, although I understand they have elected a Tea Party type for governor.
I don't expect any money to be forthcoming from either state for a locomotive resuscitation in the foreseeable future. As for that alleged bequest of $650,000, well, we shall have to see.
Right now we are lucky to hang on to what we have.
