The 0-4-0 in the book scan photos MODiesel posted show the saddle tank didn't cover the smokebox. Not sure if it was a modification or if it was like that as-built but it might be able to help identify this loco a little more. That Davenport catalog photo above defiantly looks like it except for the saddle tank covering the smokebox.
