Utah's Train de la Reconnasance Francaise car. Built in 1885 in Lyon, France by Chantier de la Buire (Builders of Buire) (Definately not one of the U.S. Built WWI cars). I can't remember the exact gauge, but I do know that it was not standard.

Following the 1999 Salt Lake City tornado, it was moved to Ogden and restored by the Utah chapter of La Societe des Quarante Hommes et Huit Chevaux (Official website here), a division of the sub group of the American Legion. On display at the Utah State Railroad Museum.Utah Merci Car (PDF)
