No, Robert, the 9 was in Passenger Service, the trim was Aluminum (Silver).
The C&S Standard was Aluminum Leaf for the lettering on Passenger Locomotives (like the 9) and Aluminum Paiste (paint) on Freight Locomotives. This replaced the Gold lettering in the same style that was used earlier.
The white lettering made by the HO and O scale decal makers is very wrong, although when the Aluminum faded out, it could be mistaken for white.
It was Aluminum when I stripped the 71 in 1970.
