The primary link appears exactly where you would expect it to appear, on the website of the Colorado Timetable:

I have seen mention of the Candelaria matching fund here and at the Goat, but not at the railroad's website nor at the Friend's website, so by your logic the existence of the matching fund is suspect.
I contacted the Friend's webmaster last night, but I have not yet heard from him.
btw - CTSMC is not involved in this fundraising, and we don't know yet what (if any) role they will play in the repairs, so their endorsement should be irrelevant. Only the Commission and friends (small f was intentional) of the railroad are involved in fund-raising. Presumably Kim could put out a jar at her place, and Roger could dedicate income from his coin machines to the repair, so the only questions about the Colorado Timetable should be whether people are expecting to receive a tax deduction (never promised anywhere I can see) and whether the Friends object to their name being used on the PayPal donation page.
