Well, the Festiniog Railway in North Wales took delivery of the World's first revenue earning narrow gauge steam locomotives in 1863 (all four still exist) and it wasn't until the War between the States was over that General William Palmer came to Portmadoc, in 1870, to see the Festiniog before commencing to build the Denver and Rio Grande as a narrow gauge. Several other engineers made the same journey of inspection and then went home to build other narrow gauge railroads in USA and across the World.
So the short answer to your question is No, there wasn't a steam driven narrow gauge railway anywhere until 1863.
