The whitebalance (especially important in a multi-camera setup) has to be adjusted immediately before shooting the scene. Usually a few minutes before.

If a long time passes or the lighting situation changes quickly (clouds, or dusk/dawn) it needs to be readjusted.

After changing the location (i.e. at the next runby location) it needs to be readjusted.

As written before, for safety reasons, when leaving a location, the camera should be set to automatic white balance (AWcool smiley. If then by mistake the whitebalance is not set at the next location, AWB is better than a wrong whitebalance.

Whether the white balance has to be readjusted after turning the camera off and on again (while staying at the same location) depends on the camera, whether it stores the white balance setting or not.
