That loco is a Bagnall from, I believe, a South African sugar operation. Both engine bogies swivel, so it's a form of Meyer locomotive. Kitson Meyer's were the best known of the Meyer type and were rather widely used in South America. Colombia and Chile, in particular. Meyer's were also used on a number of East German narrow gauge lines and several are in regular operation.
