Just a guess -
Based on the shadows under the baggage car, the train is headed north on the left side of the river,
so I'd say the caption is probably correct - between Needleton and Elk Park on the Silverton Branch.
The lack of vegetation is probably due to the pines in that area being "harvested" for use as ties and/or
locomotive fuel. In the ensuing 125 years aspen have taken over the hillsides; cottonwoods and willows
have grown between the railroad and the stream.
