The NRHS chapter in Ogden took on the task of trying to restore 223 after SLC was doing nothing. I think SLC even wanted to scrap it. I think a lot of railfans were confused, thinking the things that happened in SLC were the fault of the group working on it now.
These guys have busted their buns in trying to get the job done. 223 was in horrible shape when they got it. They have limited $$$ and a lack of workers. They decided to do the tender first for practice and to establish their shop and procedures. I think they loaned the tender trucks from 223 to the guys doing 315. I know they have had a heck of a time trying to get couplers.
Would suggest that anyone interested in the 223 get the Prospector article I did (with lots of help from the 223 team) and to view their web site. They try to keep it updated with photos of their progress.
