I remember reading somewhere that the D&RG/D&RGW were looking to have the town/city of Salida "donate" land (or tax credits or something) for them to build their shop facilities on to make it worth their while(creating jobs and economic growth). Salida told them to pound salt and the Rio Grande never spent much time, money or effort to try to invest or re-invest in that town.
In fact, when the Rio Grande was done with passenger service in Salida and the main offices/shops were moved out of Salida to Pueblo(1972 I think), the town of Salida wanted the Grande to donate the depot and grounds to the town or county for their use and the Grande demolished it and told the town to pound salt.
Maybe Jerry Day can help with this. I may be off a bit but I think this was at least part of the story/reason for Alamosa instead of Salida.
