Perfect answer, that is exactly how we run locomotive 18 on La Veta Pass over the SLRG railroad.. Even on the downhill, throttle has to be applied to prevent the vacuum in the cylinders.. On a C&T engine, you can shut the throttle and coast with the throttle closed sucking air into the cylinders to fill the void thru the snifter valve.. this is kinda bad though as the cylinders don't get properly lubricated when you do this.
