I was taking the Silverton newspaper at the time. The paper followed all of this, perhaps with their own axe to grind, but they did have the dollar amounts. Norwood's estimates of repair costs were proposed to get the ICC to allow abandonment. When the ICC refused the abandonment the Grande went ahead and repaired the line (obviously) at something like ten percent of Norwood's estimate. Draw your own conclusions.
