I believe that these cars were assigned to LNG service from Chile to Argentina. The C-14 route has been out of service for over 6 years. A joint Chilean to Argentina train derailed in Argentina due to the bad track conditions. The Argentineans would not return the Chilean diesels. After that no one wanted to deal with General Belgrano Cargo the operator of the Argentinean meter gauge.
Belgrano is often consisted the worst managed and worst rail conditions of all the other privatized Argentinean railroads. The Railway Men's union has the consession and they have driven off most of the traffic due to the poor management and condition of the line.
Chile does work to a Copper Mine on the route but does not cross the range to Argentina.
