Looks like jacks to me. And the linkage looks like an interesting solution to how to jack up both sides equally at the same time. I can remember using air jacks on each side of a car, and trying to keep the car balanced. If the damn thing falls over, it can ruin your whole day. From my recollections of the line at Sao Jao del Rei, wouldn't surprise me that minor derailments were common, and that looks like a handy device for getting things back on the rail.
