I need to quit reading about this so I won't keep posting, but...
Are the people who run the CHS fall under the category of:
1) state civil service
2) volunteers
3) political appointees
4) other
It would seem that if the CHS is funded by the state, there must be an oversight function to account for the allocation and disbersement of state funds.
If this is the case, there has to be someone, somewhere, who has the authority to really drop the hammer on the CHS for the absolute mess they have made at the Loop.
Does anyone know the "employment status" of CHS officials as they relate to the CHS? Does anyone know the entity/individual who has oversight power over the CHS?
The only real chance to impose positive change on the Loop situation, for Railstar or any other operator, tourists, railfans and the owners of the Loop, the residents of Colorado, is to wield the power of critical examination into the CHS practices concerning the Loop by whatever body/individual who has the authority to make heads roll.
I would like to know who this entity/individual is if anyone knows. I am so weary of political hacks messing things up I am perfectly willing as a potential tourist to write and complain loudly and to point out that since CO cannot get its act together, the scheduled family vacation for 2008 will go no further north than Chama, NM, and as far as Osier, specifically because of the Loop situation.
