I've never read a difinitive answer as to why she had the list, but I do know they moved the centerline of the boiler a little over 1" when they built the #9 & #10.
But that doesn't account for the Oahu Land & Railway Co. #43 (first of the four "70-3 Special" class engines) which was level. And the #8 had to of been level when assembled on the Lima shop floor...
Anyone here have the answer to this historical quirk?
