The "Flying" logo was the result of a 1939 competition, and the order issuing it as a repaint was December 14, 1939 (Source: A Century + Ten of D&RGW Narrow Gauge cars.)

I could have sworn there was an article with the name of the D&RGW Employee who created it in The Gazette or The Prospector.
