Actually, there is a public right of way - probably an old road, though it looks like a hiking path in places - from Rockwood down to Hy 550 around Shalona lake.
The blue pin shows where most people stand to shoot, which is quite close to the ROW. Both the ROW and the land between it and Elbert Creek are San Juan National Forest, i.e. public land.

As for walking the railroad ROW from Rockwood to the High Line, the "No Trespassing" signs seem to be honored more in the breach than in the observance. On some days I have seen literally dozens of people, including a healthy percentage of non-railfans (runners, hikers, kayakers, campers), pass by.
