That's certainly good advice, but a web designer still needs to decide where to draw the line in terms of a minimal system. These days, designing for a least common denominator of 1024x768, particularly for an art, graphics or photography website is a VERY conservative choice, and becoming more so all the time.

Try to please everyone and look good on everything, and you'll end up pleasing no one and not looking good anywhere.
