I experimented with your photo to give you some sky, but it is hard to do anything with a low resolution JPEG file. If you use Photoshop, you might try selecting the sky with the Magic Wand tool (you will have to adjust the settings until it selects just what you want). Then you set the foreground and background colors to whatever shade of blue you want to use. Then using the Gradient tool, drag from top to bottom inside the selected sky. You may have to experiment with the gradient settings to get the effect you want. If you want me to try it for you, I will need the highest resolution file you have and hopefully not a JPEG.
I couldn't get a smooth transition between the sky and the foreground as the resolution is too low. That is why you see a bit of a line between the sky and the buildings, etc. Could fix that with a high res file.
