14 is not serviceable. When FRA exercised its jurisdiction over the EBT (2003?), 14 was allowed to operate until the end of 2004, when 15 was expected to be available. That was later extended a year because repairs to 15 took longer. But 14 has not operated since 2005, and would need a 472-day boiler inspection to be certified (as would any of the other locomotives).
Mr. Kovalchick has been pretty clear that EBT is now a one-steam-locomotive operation and will remain so.
